Betsy provides a big-picture perspective on communications and defense industry mergers and policy that few others can match. Her expertise spans leadership roles across the federal government—including Capitol Hill.
She has worked on media, broadband, and wireless mergers at the FCC—including collaborations with antitrust agencies; focused on national security reviews of foreign investment in satellite and submarine cables at DOJ; and advised the Senate Commerce Committee on mergers from a political perspective—giving her a 360° view of how Washington really works.
Most recently, Betsy advised the Department of War on Team Telecom and CFIUS matters, and defense industry transactions under review by federal antitrust agencies.
Outside of mergers, Betsy is also well versed in telecom policy from a national security perspective.
Betsy holds an undergraduate degree from Duke University and a law degree from Vanderbilt Law School.

Federal Communications Commission (FCC)
Worked on major media, broadband and wireless mergers, led agency-wide review efforts of two high-profile mergers in parallel with the Department of Justice Antitrust Division, and advised an FCC Commissioner.
Department of Justice (DOJ)—National Security Division
Focused on Team Telecom national security reviews of foreign investment in telecoms, submarine cables and satellites—as well as on related policy initiatives before the FCC. Awarded Assistant Attorney General Award for Outstanding New Initiative.
U.S. Senate Commerce Committee—Subcommittee on Communications, Media and Broadband
Advised (former) Committee Chair Maria Cantwell on communications mergers and policy from a political perspective.
Department of War (DoW)
Advised on compliance with Team Telecom and CFIUS mitigation agreements and on defense industry transactions subject to Hart-Scott-Rodino review (per Section 857 of the National Defense Authorization Act for FY 2024). (Work performed for DoW through defense contracting firm Systems Planning and Analysis, Inc.)
